Consultation on the Draft Statement of Community Involvement

Oldham Council is preparing a new Local Plan for the borough. This will replace the existing Local Plan (the ‘Joint Core Strategy and Development Management Development Plan Document’), which was adopted November 2011.

The Local Plan will help to guide and manage future growth and development to meet the needs of Oldham and its population.

One of the documents that needs to be prepared to support the Local Plan is the Statement of Community Involvement (SCI).

What is the Statement of Community Involvement?

The SCI outlines when and how it will engage the community in the preparation of the Local Plan and other planning documents. It outlines how it will provide guidance and assistance to neighbourhood planning groups. It also sets out how the community will be consulted on planning applications.

The draft SCI is supported by an Equalities Impact Assessment (EqIA) which looks at the potential impacts of the SCI on equalities groups.

What is being asked in this consultation?

It would welcome comments on any of the detail included in the draft SCI; and more specifically any comments on whether there are any other techniques or methods that could be used to help engage with different types of people and age groups.

How to comment

Comments are invited on the draft SCI over a six-week period from 13 September to 25 October 2018.

The Council is keen to promote the submission of comments electronically and would encourage anyone with appropriate facilities to make their responses in this way. Click here to submit comments.

Forthcoming Documents

The council will be publishing its Strategic Housing Land Availability Assessment (SHLAA) soon. The SHLAA is a technical document identifying land that might have potential for housing at some stage in the future, as required by the National Planning Policy Framework (NPPF). As well as providing evidence for the housing land position, it will inform the review of the Greater Manchester Spatial Framework (GMSF) and Local Plan and provide data for the Brownfield Land Register.

The SHLAA will be available to view for information at https://www.oldham.gov.uk/info/200585/local_plan. 

The Council will also be updating the Brownfield Land Register, which identifies previously developed sites in the borough that are considered as being suitable for housing. The Council will also be publishing its Monitoring Report in the New Year.

Oldham’s Monitoring Report 2017 - 18 provides details on whether the council is meeting the milestones set out in the Local Development Scheme (LDS) for preparing the various Local Plan documents. The Monitoring Report also monitors a range of planning indicators, such as housing, employment and biodiversity.
